International Conference on the occasion of the first year anniversary of the enactment of the new Criminal Procedure Code of Ukraine
On the occasion of the first year anniversary of the enactment of the new Criminal Procedure Code of Ukraine, on 30 October 2013 the Council of Europe under the Project “Support to the Criminal Justice Reform in Ukraine”, funded by the Government of Denmark have organized the international conference “Criminal Procedure Code of Ukraine: Practice of Application and Prospects for Development”. The event was organized in cooperation with the Presidential Administration of Ukraine, the National School of Judges of Ukraine and in partnership with the Supreme Court of Ukraine
The Conference aimed at discussing main trends and challenges of application of the Criminal Procedure Code of Ukraine (CPC) and identifying future prospects for fostering its implementation in line with European standards. The event gathered Ukrainian authorities, representatives of academia, civil society, diplomatic corps and international organisations working in the area of the criminal justice.
Mr Christos Giakoumopoulos, Director of Human Rights, Directorate General of Human Rights and the Rule of Law of the Council of Europe, Mr Yaroslav Romaniuk, President of the Supreme Court of Ukraine, Ms Natalia Shuklina, Rector of the National School of Judges of Ukraine a.i. and H.E. Ms Merete Juhl, Ambassador of the Kingdom of Denmark in Ukraine opened the Conference and addressed participants with welcome speeches. The event hosted H.E. Ambassador Jan Tombinski, Head of the EU Delegation of Ukraine, who addressed the issue of the rule of law reforms in the context of the EU-Ukraine relations in his introductory speech. The keynote speakers of the Conference Mr Andriy Portnov, Adviser to the President of Ukraine and Mr Grygoriy Sereda, Deputy Prosecutor General of Ukraine highlighted main accomplishments and challenges of the new CPC application. The Council of Europe international consultants Mr Jeremy McBride, Mr Eric Svanidze and Mr Mikael Lyngbo discussed the key aspects of the CPC implementation in the light of European standards and elaborated on the perspectives for further advancing criminal justice sector reforms in the country. Ukrainian legal professionals, key stakeholders involved in the criminal justice sector: representatives of the judiciary, prosecution and investigation services, defence lawyers as well as civil society organisations presented their perspectives on the application of the new legislation and proposed the ways for mastering challenges encountered in the process of the CPC implementation.
The Council of Europe stands ready to continue supporting Ukraine in effective application of the CPC through capacity development of key legal professionals as well as providing expert assistance in improving and developing legal framework with a view to ensuring implementation of the criminal justice reform in line with European standards and best practices.
